NNLL Minor AAA Division Rules

Coach Information

  • Managers at the Minor AAA level are selected at the discretion of the Minor AAA Vice President and NNLL Coaching Committee each year.

  • Coaches must successfully pass the required background check in order to coach.

  • Coaches who have a child on their team must play their child as they would any other team member, with no preference given for position or playing time.

  • Coaches must become familiar with coaching techniques, drills and expectations of the skills player should possess upon leaving this division.

  • Coaches will be given a team roster and a schedule by the Division Vice president. Coaches must contact the players/families in a timely manner.

  • Coaches will schedule a parent meeting. Coaching philosophy, plans, goals, rules and expectations should be discussed.

  • The Division Vice President and Coaching Coordinator must be cc’d on all emails and correspondence from the coach to the team for the first month of the season. This is to ensure that communication is done in a formal and timely fashion.

  • Coaches should have formal practice plans for scheduled practices. These plans should be based on their goals for the season.

  • Coaches should arrive at practice at least 15 minutes early to prepare field. At the end of practice, coaches are responsible to drag or rake the field, trash picked up, trash emptied, bases and equipment stored, and the complex secured.

  • Coaches are required to umpire other Minor AAA Division games during the season.

  • Coaches are not allowed to warm-up pitchers. This applies to the entire complex.

     

    Division Concept

  • The basic concept of this division is to introduce young players to competitive baseball. An instructional environment is promoted and required. The Minor AAA Division focuses on the development of these skills: game knowledge, pitching position, catching position and running the bases. Score and Team standings are kept in this division.

     

     

    Field Layout

  • The home team is responsible for preparing the field for the game

  • The visiting team is responsible for dragging/raking the field after the game

  • Both teams are responsible for securing the equipment, bases and the complex after a game

  • Both teams are responsible for to ensure that the field and complex is left in a presentable fashion.

  • Both teams are responsible to make sure that their concession stand volunteers perform their duties.

  • Both teams are responsible to make sure concession stand is secure and that no concession stand volunteer is left alone at the complex.

     

    Player Roster

  • Roster size and the number of teams will be determined by the Division Vice President.

  • A team’s roster will be determined through try outs and a draft process.

  • Teams are redrafted each year.

  • Each team will field 9 players defensively during a game.

  • Coaches are encouraged to rotate field positions to allow players to experience different positions and learn different skills. Player ability should be taken into account when players are assigned certain positions, as safety is a primary concern. Coaches have final say on position assignments.

     

    Batting

  • A continuous batting order will be used for all games.

  • Batting helmets must be used at bat, on deck and when running bases.

  • Bats are not to be swung outside the batter’s box including outside of the fenced-in area.

  • No bats are allowed in the dugout.

  • No slash bunting – At no time may a batter show bunt and then pull the bat back for a full swing. The batter will be declared out if a batter shows bunt and the takes a full swing.

     

    Pitching

     

  • 12 year olds are not allowed to pitch in this division.

  • The full and official pitching and catching rules may be found in the Little League baseball rule book.

  • The pitch count and rest days required are as follows:

  • League age 8 = 50 pitches (+ can finish the batter)

  • League age 9 = 75 pitches (+ can finish the batter)

  • League age 10 = 75 pitches (+ can finish the batter)

  • League age 11 = 85 pitches (+ can finish the batter)

  • League age 12 = 0 pitches

  • 66 or more pitches – 4 days of rest

  • 51-65 pitches – 3 days of rest

  • 36-50 pitches – 2 days of rest

  • 21-35 pitches – 1 day of rest

  • 1-20 pitches – 0 days rest

  • A pitcher that pitched 41 or more pitches may not play the position of catcher for the remainder of the game

  • A catcher that has caught for more than 3 innings cannot pitch for the remainder of the game.

  • Each team is responsible to track the pitch count of their current pitcher. It is recommended that each team track both team’s pitchers and then confer between each half inning.

  • Each team is responsible for recording pitch counts in the Pitching Log after each game.

  • In the event a game is postponed, the pitch counts stand and days rest must be adhered to.

     

    Fielding

  • Catchers must have on full gear every time behind the plate including practices.

  • Coaches are encouraged to rotate players to different positions in the field so that they may learn different positions.

  • All players must play defensively in the field at least 3 innings per game. At least one inning should be in the infield. These rules are waived if the game is shortened.

  • The Infield fly rule will be enforced.

     

    Running the bases

     

  • No leading is allowed.

  • Stealing is allowed only after a pitched ball reaches the batter’s front shoulder.

  • Only one unforced or un-batted run may be scored per half inning.

  • If team scores a run on a play that resulted from an un-batted ball, this is it for the inning. If you attempt to score again after already scoring your un-batted run and the player is tagged out in the process - play stands & runner is out. If runner scores, he/she must return to 3B.

  • Players must return to the dugout when they are declared out.

  • Runners may slide feet first only. Head first sliding is allowed only when returning to a base.

  • A substitute runner may be used for only the catcher when there are 2 outs in an inning, and must be the player who made the last out in that inning.

  • A play will not be declared complete until the Pitcher has control of the ball in the dirt area around the pitching mound. This area will NOT include the extra dirt area that develops leading towards home plate, just the pitching circle around the pitching rubber.

     

    Game

  • A regulation game is 6 innings.

  • There is a 4 run limit each half inning. Unlimited runs are allowed in the 6th inning only.

  • Rescheduling of rained out game is the responsibility of the team managers. Umpiring crews need to be rescheduled also.

  • Coaches should contact all parents of players is a game is cancelled. If a parent cannot be reached, a coach/manager should go to the field in the event the parent/player arrives for a game/practice.

  • The winning team will report final scores on the website.

  • The Home team will report postponements or cancelled games to Minor VP within 24 hours of completion.

  • Official rules can be found in the current years Little League Rule book.

  • The home team will supply all official game balls.

  • Interference and Obstruction will be called.

  • 4 innings is considered a complete game. If the 5th inning cannot be completed due to weather or darkness, the score will revert back to the score at the end of the 4th inning.

  • No innings may start after the 2 hour time limit.  A game that is ended due to the 2 hour time limit is considered a complete game regardless of innings played.  The 2 hour time limit is waived during playoffs. 

  • If less than 1 inning is completed and the game is forced to end due to weather, the rescheduled game will restart and the 1st inning will be replayed. If the 1st inning is completed and the game is forced to end due to weather, the reschedule game will resume right where the game left off.

  • The umpire has final call on weather and field condition. Input from both team managers will be considered. Only the manager should have conversations with the umpires for any reason.

  • Play must stop at the 1st sign of lightning. No game may resume until there has been 20 minutes since the last sign of lightning.

     

     

    Sportsmanship

     

  • Players and coaches will act in a sportsmanlike manner during practices and games. Taunting or belittling an opposing team in any situation is not to be tolerated. Violation of this rule will result in a warning or expulsion of the player(s) and/or coach(s).

  • Chanting or yelling during a pitcher’s delivery will not be tolerated. Violation of this rule will result in a warning or expulsion of the player(s) and/or coach(s).

  • Coaches are responsible for conduct of his/her team’s parents. Unsportsmanlike behavior by parents will not be tolerated. Coaches should handle the situation in a timely manner.

  • Players and coaches will act in a sportsmanlike manner toward the umpires. Arguing of calls will not be tolerated. Violation of this rule will result in a warning or expulsion of the player(s) and/or coach(s).

  • All conflicts or issues that need to be discussed should be brought to the Division VP’s attention following the conclusion of any game. Both home and visiting managers should both report the conflict or issue.

     

    Goals

    Goals for the season should include at a minimum the following:

  • Knowledge of fundamental baseball techniques and concepts.

  • Proper batting techniques

  • Proper pitching and catching techniques.

  • Understanding of at least 3 positions in the field.

  • Development of proper fielding techniques for ground balls and fly balls

  • Others – double plays, infield fly rule, cut offs, tagging up.

2023 Addendums

  • Bunting will not be permitted until 5/1/2023. From this game forward, teams will be allowed to bunt 1 time per half inning.


2022 Addendums

There’s no dropped 3rd strike in the minor division. With 2 strikes on the batter, the batter is declared out when: 

  • The ball is caught or not by the catcher and the pitch is swung on and missed completely; 
  •   The batter does not swing and the pitch is deemed a strike;
  •  The catcher catches a foul tipped pitch


On the other hand, if the batter foul tips a pitch with 2 strikes and the catcher does not catch the ball, the batter remains in their at-bat and is not declared out.
